CASPER, Wyo. — On Tuesday, Casper City Manager Carter Napier said he recently had a conversation with the State Loan and Investment Board regarding the Goodstein parking lot in the Old Yellowstone District that the city is leasing from the state.

The city developed the lot in part as a possible place where food trucks could park and sell food. Napier said state officials are comfortable with food trucks operating out of the lot. However, “they are very much not interested in having alcohol in their parking lot.”

“They weren’t supportive of the dispensing or consumption of alcohol,” the city manager said.

Councilmember Lisa Engebretsen said she was present for some of the discussion with state officials and her impression was that they were opposed to dispensing alcohol in the lot, but not consuming it. Napier said his impression was that the state is not comfortable with allowing either.

The discussion about the parking lot came up as the council discussed possible summer open container rules during its pre-meeting work session Tuesday. Napier said the boundaries the city is proposing for the open container nights would not include the Goodstein parking lot.

“At this point, I feel like the parking lot is off-limits,” he said.

The council is considering some adjustments to open container boundaries that would include allowing for Black Tooth Brewing Co.’s participation in the events.

Napier said an interesting question relates to the trail that cuts through the Goodstein lot. While that trail is not a part of the proposed open container boundaries, he suggested that the state would not have the same oversight regarding the potential allowance of open containers on the trail since it is not state-owned.
